College Policy on Evaluating the Performance of Leadership, Faculty Members, and Staff and Enhancing Their Effectiveness
Introduction
One of the key objectives that medical colleges must strive to achieve is to have faculty members who are fully prepared for teaching and assessment tasks. The undergraduate medical education program and its students benefit significantly from many professors who continuously seek to develop the teaching process and enhance their professional competence. The Faculty of Medicine at the University of Babylon is committed to achieving excellence in teaching, research, institutional service, and community engagement by supporting faculty members in improving their performance.
Purpose of the Policy
The College of Medicine believes that all faculty members must continuously work to become better educators, develop new skills in teaching methodologies and student assessment techniques, and keep up with innovative approaches in medical education. The college also believes that all faculty members should strive to become qualified and updated researchers in their respective fields. Moreover, enhancing the professional skills of administrative staff significantly contributes to supporting the educational process.

The Responsibilities of the College
- Organizing theoretical, practical, and developmental training courses in all specialties.
- Holding lectures, seminars, and cultural meetings to enhance intellectual connections among faculty members.
- Creating a suitable scientific environment and fostering scientific collaboration between basic and clinical branches to strengthen research.
- Enhancing the administrative system through continuous meetings between the dean and the faculty, as well as coordinating with the university administration to ensure smooth workflow.
- Supporting the completion of scientific projects and research in various medical and scientific fields.
- Encouraging partnerships with government and private health institutions to provide training and development opportunities.
- Ensuring the continuous improvement of scientific research through cooperation with ministries and academic institutions.
- Providing consultations in specialized research and clinical fields to improve healthcare services.
- Developing curricula and training programs in line with national and global academic standards.
Faculty Member Responsibilities
- Conducting theoretical, scientific, and practical teaching, as well as supervising laboratory training and clinical internships.
- Guiding students in research, dissertations, and projects.
- Encouraging students to engage in critical thinking, analysis, and practical application of knowledge.
- Performing assessments, exams, and evaluations in a fair and transparent manner.
- Supervising graduation research projects and scientific activities inside and outside the college.
- Providing academic and professional counseling to students.
- Participating in departmental, college, and university councils to contribute to decision-making and academic development.
- Allocating at least 30 academic hours per week for teaching, research, and student supervision.
- Contributing to the advancement of medical education through research, publications, and conferences.
- Delivering lectures and workshops aimed at improving curricula, educational institutions, and community services.
Procedure for Implementing the Policy Related to Employees
Employees are evaluated annually based on the employee performance evaluation form approved by the Ministry of Higher Education and Scientific Research / Scientific Supervision and Evaluation Authority / Performance Evaluation Department. The evaluation consists of five main axes:
- Job Performance (Maximum Score: 70%)
- Personal Skills (Maximum Score: 20%)
- Letters of Appreciation (Maximum Score: 10%)

Procedure for Implementing the Policy Related to Evaluating the Performance of Administrative Academic Staff
The performance of administrative academic staff is evaluated annually based on an approved evaluation form from the Ministry of Higher Education and Scientific Research / Scientific Supervision and Evaluation Authority / Performance Evaluation Department. This evaluation consists of seven axes:
- Administrative and Leadership Abilities (50%)
- Teaching Performance (10 points)
- Scientific and Research Activities (15 points)
- Personal Skills and Their Utilization (10 points)
- Educational and Other Assignments (10 points)

Procedure for Implementing the Policy Related to the Evaluation File of University Leadership
University leadership is evaluated annually based on the College Deans’ Evaluation Form approved by the Ministry of Higher Education and Scientific Research / Scientific Supervision and Evaluation Authority / Performance Evaluation Department. The evaluation consists of five main axes:
- Administrative and Leadership Abilities (30 points)
- Support for Budget Control, Spending, and General Activities (25 points)
- Scientific and Research Activities (15 points)
- Support for Student Affairs Activities (20%)
- Personal Skills and Their Utilization (10 points)
